Afghan Voice Agency (AVA): The Russian Foreign Minister said in a press conference at the United Nations Headquarters: Moscow will not recognize the Islamic Emirate until the caretaker government of Afghanistan fulfills its commitments and the demands of the international community.
Mr. Lavrov, however, considers the Islamic Emirate to be the reality of Afghanistan and emphasizes the interaction and continuity of talks with the caretaker government of Afghanistan to solve the existing problems.
Sergey Lavrov emphasized that the issue of recognizing the Islamic Emirate depends on the formation of a comprehensive government with the presence of ethnic groups and political forces and respecting human rights issues.
In response to the question whether Moscow intends to recognize the Islamic Emirate or not, the Russian Foreign Minister said; until the new rulers of Afghanistan do not fulfill their obligations and international demands, Russia will not recognize them.
Sergey Lavrov emphasized that Moscow considers the issue of recognizing the Islamic Emirate, like other countries, to be dependent on the creation of an inclusive government with the presence of all ethnic groups and political forces, as well as the provision of human rights.
The Russian Foreign Minister added: "We cannot recognize the current interim government of Afghanistan until they fulfill their commitments to the international community and the people of Afghanistan and create a broad and inclusive government. It is true that (Islamic Emirate) Afghanistan) say that their government consists of Tajiks, Uzbeks and Hazaras, but they must meet global political standards so that the international community can recognize them.
Lavrov added: "We support the decision of the Deputy Secretary General of the United Nations regarding the talks to be held on May 1st and 2nd. The West should not give up its efforts to talk with Islamic Emirate of Afghanistan because they have spent two decades spent in Afghanistan, in order to get out of the current humanitarian crisis in Afghanistan and the economic progress of this country, they should continue their talks with Islamic Emirate of Afghanistan."
The statements of the Russian Foreign Minister are expressed while a few days ago the Deputy Secretary General of the United Nations announced the holding of a conference on the issue of recognizing the Islamic Emirate in the near future.
