The declaration adds: The member countries of the Shanghai Cooperation Organization called it a necessity to establish an "inclusive government in Afghanistan with the participation of representatives of all ethnic, religious and political groups."
In addition, this organization asked the international community to help the safe and stable return of Afghan refugees to their homeland.
In this declaration, it is stated: Considering the evolving humanitarian situation in Afghanistan, the member states supported the continuation of efforts to help the people of this country.
