Zamir Kabulov, Russia's special representative for Afghanistan affairs, said yesterday that the Doha meeting ended without results due to differences between the region and the West.
Zamir Kabulov has noted that Russia welcomes the efforts of UN Secretary General Antonio Guterres.
This senior Russian diplomat called the meeting on Afghanistan, which was held in Doha earlier this month, as inconclusive and said that the West's position in these negotiations was not constructive.
In response to the question whether the Doha meeting has created a good prospect for resolving the situation in Afghanistan, he said: No, it is not like that.
He added: Guterres tried to unite the divided camps of the so-called collective West with our regional team on Afghanistan.
This diplomat pointed out the difference in approach and stated: We in the region - Russia, China, Iran, Pakistan, Central Asian countries and India - believe that the priority should be to create inclusive leadership in Afghanistan and that creating such a structure leads to solving very important issues. Another will be like women's rights in Afghanistan.
Kabulov added: At the same time, we should not forget the issues of fighting terrorism, which is very important, and drugs.
According to him, Western countries are "doing the wrong thing by putting the cart on the horse" and they believe that the Taliban must solve human rights issues first.
This diplomat said in a part of his speech: This is not a workable approach.
According to him, these differences can be resolved, provided that "the approach of the regionalists prevails".
He added: "The second problem is that we cannot become the same color as the Americans at the moment, there is a moral and political aspect. They have basically hijacked Afghanistan's national interest and are withholding more serious sums, more than $2.5 billion in humanitarian aid that was previously allocated to Afghanistan.
He said: We said that until you solve this problem, we cannot be in the same team with you, so solve these issues, then we can discuss common approaches for further negotiations with Kabul.
The diplomat also stated that the UN Secretary General understood all the issues and suggested that they meet again in the near future in an effort to reach a common approach.
