The United Nations High Commissioner for Refugees announced in an announcement that the Japanese government has donated 1.2 million dollars to Afghans who have been living in Iran for decades, as well as people who have recently entered Iran in 2021. The Deputy Representative of the United Nations Commissioner in Iran has considered Japan's timely financial assistance and continuous support to refugees as an example of international participation and sharing of responsibility.

According to UNHCR, while the ongoing economic recession makes it more difficult for the Islamic Republic of Iran to continue inclusive policies, the country's government has provided access to basic services to Afghans, regardless of their documents and residency status. In particular, the health sector is overburdened. Japan's aid will also seek to strengthen Iran's health care system so that all displaced people can benefit from primary health care for free, and health insurance will be provided to cover second and third level health care to very vulnerable refugees.
 
Kazutoshi Aikawa, Japan's ambassador to Iran, during a recent visit to the refugee guest town of Saveh, located in the central province of Iran, which is home to more than 5,000 Afghan refugees, spoke with the refugees, who expressed Japan's continued support, especially the establishment of two schools. And they have a health center in Mehmanshahr.
 
During his visit to Saveh Guest House, Aikawa said: "After visiting Torbat Jam Guest House a year ago, this is the second time I am visiting Refugee Guest House in Iran, and I am happy to visit Saveh Guest House.”Since 2021, we have seen a drastic change in the situation in Afghanistan, however, our commitment to Afghan refugees remains unchanged."
 
Ms. Ina Gladkova, the temporary deputy representative of the United Nations High Commission in Iran, who accompanied the Japanese delegation during this field visit, praised the positive effects of the Japanese government's assistance on the lives of refugees.
 
He also added: "Japan's timely financial assistance and continuous support over the years is a great example of international partnership and responsibility sharing." As refugees and asylum-seekers become more vulnerable as a result of the unprecedented economic downturn that has affected Iran, it is imperative that the Commission receives more and more concrete support from donor countries, so that it can continue to provide services and leave no refugee behind. »
 
Given that the situation in Afghanistan remains volatile, especially for women and girls, continued international support for UNHCR's programs is even more critical. The key activities of the commissariat in Iran in 2023 are focused on supporting refugees, access to quality education and health care services, cash assistance for the most vulnerable people, providing essential relief items, providing shelter and livelihood support to refugees.
 
The Government of Japan is also one of the core members of the Strategic Solutions Support Mechanism for Afghan Refugees (SSRP), which is the Regional Strategic Framework of the Commission to support the search for solutions for Afghans in Afghanistan and the neighboring countries of Iran and Pakistan.
