The Herat security officials confirmed the civilians casualities.
At 9 o'clock in local time, the attacker struck as people were gathered outside the municipality headquarters building left 10 killed and 30 wounded, Afghan Voice Agency (AVA) quoted Mohammad Zaher, the chief of criminal part in Herat security commandment, as saying.
He added the attacker blew himself up in front of the building while driving a car.
The Herat police chief General Seyyed Agha Sagheb confirmed the incident with 9 killed and 22 wounded.
Four Afghan polices were among casualties and rest of them were civilians, he added.
