However, there are two very important issues in this field that must be given serious and proper attention by the leaders of the "Islamic Emirate" at the very beginning: First, there should be a comprehensive consensus about the conclusions of the scholars from the foundations and The rulings of Islamic Sharia should be implemented in various fields, which requires the formation of a large council of Muslim scholars with the participation of worthy representatives of all ethnic groups, religions and Islamic sects.
 
This action has not been done so far, and it is not clear with which scholars the leader of the Islamic Emirate has discussed the current laws in government offices and ministries, and how much scientific knowledge, religious knowledge, mastery of Islamic texts, and sufficient qualifications these scholars have. To represent all Islamic religions and sects.
 
As mentioned above, it seems that in order to determine the correctness of the laws based on the scale and requirements of the Islamic Sharia, a competent and large council must be formed consisting of Muslim scholars; A council whose members are pure, pious, elite and intellectual scholars who are proficient in all religious texts of Islam and represent all Islamic religions.
 
The second problem is that there are a number of topical laws that have been forged by humans as a result of the development of the needs of human society, and there may not be explicit rules in these fields in Sharia, on the basis of which these laws can also be compared with the Islamic Sharia system. On the other hand, it is not possible to completely remove human laws due to the lack of an explicit Sharia basis and to remove them from the foundation without paying attention to the needs that exist in today's society for the existence of such laws.
 
Therefore, at the same time, the council mentioned by the scholars should be composed of scientists, elites and jurists who can moderate the possibly negative perceptions of the relevant laws, recognize the serious needs of the society for the existence of such laws and the lack of Shari'a basis for these laws do not necessarily consider it to be anti-religious and anti-Sharia; Rather, they should put the original over the falsehood and give it legitimacy.
