He said: "We expect the Islamic Emirate to pursue healthy and comprehensive domestic and foreign policies, actively protect people's livelihoods, and fight terrorism decisively."
Zhang stated that the humanitarian situation of tens of millions of people, including women and girls, in Afghanistan is worrying.
The Chinese ambassador to the United Nations also asked the international community to support Afghanistan in the development of economic and trade cooperation.
Meanwhile, Vasiliy Nebenzia, Russia's representative in the Security Council, has also made a similar request.
