During the past three years, when the country witnessed new developments, immigrants in different countries, including the Islamic Republic of Iran, especially Afghan students, have faced many problems due to the suspension of the process of issuing electronic ID cards and passports, and the least attention is paid to solving these problems students has not been done. Recently, happy news was published by the National Bureau of Statistics and information about the activation of the process of issuing electronic ID cards in Iran after the United Arab Emirates, but the Afghan Embassy in Tehran recently started a process for immigrant students to travel to the country to get ID cards. which has again caused the disappointment and criticism of these students, while the problems of all these students can be easily solved with the arrival of the Tadzireh team to Iran, which has been promised many times.
Afghan Voice Agency (AVA) - Tehran: In a new notification from the Embassy of the Islamic Emirate in Tehran, it is stated: For the general information of students who are pursuing their higher education in the Islamic Republic of Iran and have a citizenship card (approved paper card or electronic card) ), and they intend to travel to Afghanistan, it is delivered: they can register from Wednesday, at http://tehran-consular.mfa.gov.af/.
In the continuation of this notice, it is stated that the turn to visit the embassy will be informed later via email.
According to Seyed Ali Hosseini, a media activist of the immigrants, students who intend to leave and return with a travel document from the Afghan Embassy in Tehran include holders of household passports, residence cards, residence passports, and students with green cards, and the holders of census cards are included. These are not designs.
According to him, the documents required for this registration include residency documents, relatives' identity cards (father, brother, grandfather, uncle, and cousin), a photograph, a certificate of employment, and an email to send an appointment from the embassy. .
Hosseini pointed out that this facility was established in coordination between the embassy and the relevant bodies of the Islamic Republic of Iran to receive a tazkira from Afghanistan, and others cannot register.

Problems on the registration site
Meanwhile, the messages of immigrant students who tried to register in this process indicate that the online registration process on the embassy website is facing difficulties and problems.
In an announcement from the embassy, ​​it is stated: Dear students, the public is informed that registration on the mentioned site is possible "only and only once" for the applicant and the system will not automatically receive your information a second time; Therefore, be careful in registration and first prepare the necessary documents and then proceed to register, and secondly, those students who have encountered problems with their registration, send their details via e-mail to Studentsystem.AfgEmbTeh@ gmail.com to report.
A student named Mehdi says in this regard: "I entered my information and entered the second step, which is uploading the application card and identification card. After that step, it was not uploaded and left the site. Even now, it says that you have already entered your information. And it does not enter the second stage at all".
We have received many messages from students who could not register in this process.
Having a study employment certificate for registration is another problem in this process, because it is practically not possible to get it for many who have completed their studies, but still need ID cards and passports to get their degrees.

Isn't it supposed to start issuing tazkira in Iran?
Many problems and high cost to travel inside Afghanistan
However, following the publication of this announcement, some immigrant students have raised this question and criticism that: "Does it mean that the issuance of tazkira is not going to start in Iran? Maybe someone does not want to go to Afghanistan or does not have the conditions".
Mustafa says: "It's been about two years now, they say in a few months, it's not clear when (the process of issuing tazkira) will start?".
This is despite the fact that not only students who do not have ID cards and passports, but also students whose passports have expired, need to get a new ID card and passport if they do not have an electronic ID card or a paper ID card approved by the Ministry of Foreign Affairs.
Syed Farid Masoumi, an immigrant media activist, criticized this plan and told Ava: According to this plan, immigrant students have to go to Afghanistan and get an electronic ID card and return with all the trouble and problems, while the challenges There is a lot ahead of them.
According to him, many immigrant students in Iran are those whose families have been living in this country for nearly four decades, and many of them do not have family ID cards. On the other hand, these students may not have relatives in Afghanistan who want to go to them.
This is despite the fact that according to the process of the National Statistics and Information Department, there are special filters for obtaining an electronic ID card; On the one hand, their parents must have a Tazkira, and if they do not have a Tazkira, their first-degree and paternal relatives must have a Tazkira. If these people have a paper ID card, it needs to be verified separately. On the other hand, in order to verify the identity of a person without a Tazkira, a local inquiry and testimony is required with the approval of a passing lawyer or Mullah Imam of the mosque, which is practically impossible for a student going from Iran to Afghanistan. 

Otherwise, it may take a few weeks to a few months to get an electronic ID in the country?! And for a student who returns from Iran to Afghanistan, this issue involves spending a lot of money and many problems.
Meanwhile, according to Mr. Masoumi, most of the problems of these students will be solved with the start of work of the Tadzira team in Iran.
For this reason, it is better that the embassy of the Islamic Emirate in Tehran, instead of creating a new challenge, seeks coordination with Kabul and also the relevant departments of the Islamic Republic of Iran, regarding the sending of the electronic ID card team, its deployment in Tehran and then in Mashhad and Zahedan. , and provide solutions to students' problems in the first priority.

Going to Afghanistan is the first step!
But going to Afghanistan and getting a Tazkira and returning to Iran is just the first step, and many other problems lie ahead for immigrant students. Mr. Masoumi lists these problems as follows:
1- They must get a passport from the embassy in Tehran (120 dollars),
2- To invalidate their identification documents with difficulties and procedures,
3- After going through the steps, get the number of the study visa letter for Afghanistan.
4- By going through the steps, they will get a definite exit from Faraja in their pass.
5- Go to Afghanistan again to obtain a study visa.
6- Get an academic residence again from Faraja,
7- After finishing their studies, they have to get the previous degree again with a lot of trouble.
Mehdi, an immigrant student, says about these problems: "Now let's go to Afghanistan to get a tazkira, then come to Iran to get a passport, then go to Afghanistan again for a visa, which is very difficult."
This is despite the fact that in the previous government, due to the economic problems faced by students and immigrants, significant discounts were given in the issue of passports in Iran, including the amount of 20 dollars for issuing passports for students, but now with this High value of dollar against Toman, they have to pay 120 dollars.

The unknown fate of continuing education of immigrant students in Iran with a smart card
Meanwhile, the continuation of the education of immigrant students in Iranian universities was supposed to be solved with a "smart card" by the decision of the National Immigration Organization and the Directorate General of Foreign Citizens and Immigrant Affairs, and they no longer need to get ID cards and passports! However, there is no news about how to implement this plan and there are many inconsistencies between the National Immigration Organization and the General Directorate of Citizen Affairs with the Ministries of Science and Foreign Affairs of the Islamic Republic of Iran in the field of continuing the education of immigrant students. Iran's government and non-government universities each have their own way of continuing education for immigrant students.
