He added that the Secretary General of the United Nations should consult with the Islamic Emirate when appointing a special envoy and consider the opinions of all members of the Security Council. According to this Russian diplomat, "this is a fundamental condition".
Anna Austin Niva said: "We are convinced that the issue of Afghanistan can be resolved only if there is a coherent and patient dialogue with the de facto (Taliban) authorities and if some Western donors stop their usual rhetoric and stop manipulating. with humanitarian aid."
China also abstained from yesterday's Security Council resolution.
The draft of this resolution was proposed by Japan and the United Arab Emirates.
In this resolution, the member states of the United Nations and other "stakeholders" are asked to consider the recommendations of the "Independent Assessment of Afghanistan" to increase international participation in a more coherent, coordinated and structured way.
