This meeting will be held with the presence of representatives of Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, China, India, Iran and Pakistan, and the Acting Minister of Foreign Affairs of the Islamic Emirate of Afghanistan is also present at the invitation of Russia, and while in the previous meeting, Moscow did not invite any representative from the Islamic Emirate, it seems that the upcoming meeting is extremely important and emphasizes the importance and political weight of this round of negotiations in the framework of Moscow.
It is expected that after the results of the Moscow format meeting in Kazan, a joint statement will be approved by the parties.

1- Forming an inclusive government
In the upcoming session of the Moscow format, the most important topic to be discussed is the possibility of creating an inclusive interim government in Afghanistan with the presence of the Islamic Emirate. This issue has been expressed in the words of Zamir Kabulov, Russia's special representative for Afghanistan affairs, as well as Maria Zakharova, in recent days.
Zamir Kabulov has recently announced that at the "Moscow Format" meeting, there will be a discussion on the creation of an inclusive ethno-political government in Afghanistan.
Considering the previous visit of Ahmed Masoud, the head of the Panjshir Resistance Front to Moscow and the reception he was given by the Deputy Chairman of the Duma of this country and the head of the Russian Party, it seems that a dialogue between different political currents of Afghanistan will be held in the upcoming meeting of Format.
