June 24 is celebrated as anti-narcotics campaign day, worldwide. During this day world public once again renew this commitment for struggle again this evil phenomenon.
Afghanistan celebrating this day, which has unfortunately the largest poppy fields and still considered as the major producer of narcotics in the world.
The Afghan anti-narcotics campaign minister, in his recent speech, expressed his concern about the increase of poppy cultivation and narcotic drugs in the country.
According the figures, officially published by relevant organs, the member of addicted people has reached to one million people.
Which is a concerning issue, in a country whose total population is more than 20 millions. Unfortunately, the world community generally considers Afghans as the main producer of narcotic drugs in the world. Some what we confirm this, but this is a fact that the world community has not assisted enough to eradicate this heinous phenomenon and also the instabilities and inequalities of the last decades, have provided a favorite situation for cultivation production and trafficking of narcotics in Afghanistan.
Afghanistan authorities, during the last years, have adopted affective measures to fight narcotics. Among those measures are: Establishment of anti-narcotic deputy ministry within the frame work of interior Ministry, establishment of special police forces, establishment of anti-narcotics campaign ministry as a policymaker, establishing of ant-drug court to fight narcotics.
Beside those measures, Afghan security forces launched operations for eradication of poppy fields, which sometimes caused to the lives of our youths. But the bitter reality of cultivation and trafficking of narcotics, which develop and grow under direct support of terrorism because narcotic drugs are the main source of funding terrorism in the region and across the world.
There are credible documents that Taliban insurgents take benefit from cultivation and trafficking of narcotics and A1-qaida the main supporter of Taliban is very active internationally in trafficking of drugs.
Now, world community acknowledges that trafficking of narcotic drugs is a major source for funding Al-Qaida and Taliban extremists.
As terrorism exports from beyond Afghan borders, chemical material required for producing narcotics, also comes from other side of the borders.
Although Afghanistan is blamed by some countries, specially neighboring countries to the cultivation and trafficking of narcotic drugs, but it is a clear fact that high ways and the ports of those countries are a safe route for transporting drugs abroad and worldwide.
Afghan poor farmers just know how to cultivate poppy, but the factories that produce hereon are located in tribal regions of Pakistan. Worst than that some neighboring countries, use narcotic drugs as weapon against us and support drugs trafficking, this is supporting Taliban who supports the smuggling of narcotic drugs.
If the world community want, Afghanistan to be rid of narcotics evil phenomenon, they should, in the first step create barriers, in order to prevent terrorists and intelligent services of the region of drug trafficking.
While, drug traffickers have no supporters like Taliban rebels and ISI, in that case, poppy will never b cultivated in Afghanistan.
The other thing that can end, the phenomenon, is procreation from smuggling chemical which are used in making heroin in Afghanistan.
These chemicals are manufactured in western countries and after passing a long way reach Afghanistan. This cannot be done without cooperation if powerful individuals and security organs.
It should be mentioned that, the countries who accuse Afghanistan for trafficking of narcotic drugs, should decrease the demand for those material in their markets.
Reduction in demand, automatically results reduction in production.
At the end I should point out that equipping and funding the Afghan security forces to fight criminal bonds among them drug traffickers is a must and world community should be serious about it because narcotic drugs problem is a worldwide problem and Afghanistan can’t settle it effectively.
In my opinion, it is a clear fact, if the world community wants to eliminate the evil phenomenon of narcotic drug from Afghanistan. They should focus on external factors and comply their obligations in that regard. (BNA)
