Secret Washington-Tel Aviv Agreement Revealed to Give Israel a Free Hand in Lebanon
On the eve of the anniversary of the Lebanese ceasefire agreement, informed sources are reporting the existence of a secret agreement between the United States and Israel; an agreement that has effectively rendered the ceasefire framework ineffective and given Tel Aviv greater freedom of action in the Lebanese arena.
Afghan Voice Agency (AVA): In a situation where the Israeli occupation regime continues to carry out daily aggressions against various areas of southern Lebanon, the analytical website "Al-Khanadaq" revealed in a report the existence of a "side agreement between the United States and Israel"; an agreement that, according to the website, was formed after the end of the Lebanon war in 1403 AH and has now become the main focus of political and legal discussions related to the post-war period.

Since the ceasefire was announced on December 25 last year, there have been more than 3,000 violations by the Israeli regime, including gunfire, airstrikes, and drone strikes, which, according to the Lebanese Ministry of Public Health, have resulted in the deaths of 300 people and the injury of at least 400.

Al-Khanadeq wrote that the agreement was “never officially announced,” but Washington and Tel Aviv, while France and the United Nations tried to consolidate the ceasefire, “behind the scenes” advanced a separate framework; a framework that, according to the website, allows Israel to launch attacks at any time and expand the scope of its attacks under pretexts such as “countering Iranian threats” or “preventing instability.”

The two-and-a-half-page letter that changed everything
According to Al-Khanadeq, documents published in Israeli media show that the agreement was exchanged between the two sides in the form of a “two-and-a-half-page letter.” The website adds that Israeli officials speak of the existence of an “Iran clause” in the letter, a clause in which the United States commits to working with Israel to “prevent Iran’s presence in Lebanon” and “counter Tehran’s support for resistance groups.”

Al-Khanadeq writes: “In contrast, Israel is only obliged to inform Washington, if possible, before military operations in Lebanon,” which, according to the website, creates “broad freedom of action outside the limits of the official ceasefire” for Tel Aviv.

Official ceasefire and hidden text; two different paths
The website recalls that the official ceasefire came into effect at 4:00 AM on November 27, 2024. The text of this ceasefire contained three clear clauses: “complete cessation of military operations,” “withdrawal of Israeli forces from the south within approximately 60 days,” and “deployment of the Lebanese army south of the Litani.”

But Al-Khanadeq emphasizes that the “side agreement” has created a series of “vague exceptions” for Israel that allow it to deviate from the framework of the ceasefire under titles such as “preventive action” or “limited operations.” According to the website, these exceptions “rely on American guarantees” and give Tel Aviv a wide space in time and space.

According to the report, this secret agreement has “deepened the strategic alliance between the United States and Israel” while at the same time “sidelining” the role of Europe, especially France, which was the main axis in drafting the ceasefire.

Elsewhere, Al-Khanadeq writes that the agreement poses “a clear danger to Lebanon” because it “bypasses the principle of sovereignty” and leaves the decision on what constitutes a “threat” to a non-Lebanese party.

The website emphasizes that such a text “leaves the way open for military aggression” and creates “two conflicting legal frameworks”: a formal ceasefire under the auspices of the UN and a secret agreement outside international legal structures.

US and Israeli goals in the post-war phase
Al-Khannadaq writes that the US is using the agreement as a tool to “strengthen its influence in Lebanon and Syria”, “reduce the role of Hezbollah” and “pave the way for new security arrangements”. According to the website, Israel is also trying to use the text to “create new deterrence equations” in order to “not allow a return to the situation before the war”.

France's Role and the Change in UNIFIL's Mission
In another part of the report, the website refers to the "increased role of French forces in UNIFIL," writing that the French presence in southern Lebanon now has "broad powers and significant technical capabilities" and "has in practice gone beyond the level of ceasefire monitoring" and is carrying out actions that are close to "reconnaissance and clearance operations against resistance infrastructure."

This situation has raised serious questions about UNIFIL's real role among Lebanese circles.
