Along with the visit of the Russian high-ranking delegation to Kabul, Russian media reported that a plan to remove the Islamic Emirate from the Russian blacklist has been submitted to the country's State Duma.
Afghan Voice Agency (AVA): Following the visit of the Russian high-ranking delegation to Kabul, it was reported from Moscow that a plan to remove the Islamic Emirate from the Russian blacklist has been submitted to the State Duma.
Yesterday, Sergei Shoigu, Secretary of the Security Council of the Russian Federation, traveled to Afghanistan and met with senior officials of the Islamic Emirate, including deputy prime ministers and ministers of defense and interior.
In this meeting, Shoigu announced significant progress in the process of removing the Islamic Emirate from the list of banned groups in Russia and said that this process will be completed soon.
Meanwhile, the spokesman for the Kremlin press office announced that decisions to remove the Islamic Emirate from the list of terrorist organizations must first be "approved and formalized."
Dmitry Peskov, the spokesman for the Russian presidency, said that the Kremlin intends to continue developing contacts with the Islamic Emirate.
He said, "We are talking about the leadership of the country of Afghanistan. The Islamic Emirate is the force that holds power in this country. And, of course, it is important to establish contacts with them."
The Sputnik news agency also reported that a draft has been submitted to the Russian State Duma, which introduces a judicial mechanism for removing the Islamic Emirate from the list of terrorist organizations.
Senator Ernest Valiyev, one of the authors of the project, said that the document does not mean the automatic removal of the Islamic Emirate from the list of terrorist organizations.
He added: "The project introduces a mechanism that will apply not only to the Islamic Emirate, but also to all terrorist groups included in the list in general, if there is a need to take such a measure."
However, after negotiations in Kabul with senior members of the Islamic Emirate leadership, Russian Deputy Prime Minister Alexei Orchuk, in response to the question of whether any progress has been made in the construction of the Afghan-Trans railway project, said: We consider this project to be key to improving connectivity in the Central Asian region and Eurasia as a whole and one of the elements of our large-scale project on the North-South International Transport Corridor.
According to him, preparations for creating a feasibility study for this project are underway.
He further added: We are interested in Afghanistan playing a key role in transport communications. We discussed this issue in the negotiations today. Of course, colleagues are also committed to cooperation with each other.
It is worth noting that Sergei Shoigu, Secretary of the Security Council of the Russian Federation, arrived in Kabul on Monday (November 25) at the head of a government delegation. Deputy Prime Minister Alexei Orchuk was also present in this delegation. The delegation met with Mullah Abdul Kabir, Deputy Prime Minister for Politics, Mullah Abdul Ghani Baradar, Deputy Prime Minister for Economics, Mullah Mohammad Yaqub Mujahid, Minister of Defense, and Sirajuddin Haqqani, Minister of Interior.
