30 Jul 2024 - 14:48

Following the introduction and commencement of work of the acting consular officer of Afghanistan in the holy city of Mashhad and the creation of space by some media, especially in Iran, with this news line that it seems that the 13th government of Iran has handed over the consulate general of Mashhad to the Islamic Emirate in the last moments of its activity, Seydersoul Mousavi, assistant The Minister of Foreign Affairs of Iran emphasized that during the past three years, the Afghan Consulate in Mashhad has been active and has worked directly with Kabul and has even hosted several delegations of high officials of the Islamic Emirate, including the Minister of Foreign Affairs.

Afghan Voice Agency (AVA): Assistant Minister and Director General of South Asia of the Ministry of Foreign Affairs of the Islamic Republic of Iran from some of the headlines and materials published in the media, including the headline "Taliban supporters' last blow to doctors; Presenting the Consulate General of Mashhad to the Taliban, in the last moments!" criticized.

Seyyed Rasool Mousavi wrote in an article on X social network titled "Wrong headlines" in this connection: "Three years have passed since the change of government in Kabul. In these three years, the Afghan consulate in Mashhad has been active, worked directly with Kabul, issued visas, hosted several delegations of high Afghan officials, including the foreign minister, if there was no Taliban consulate in these three years, then where was the consulate?

According to this report, in recent days, some media, especially in Iran, claimed that the Afghan consulate in Mashhad is going to be officially handed over to the representative of the Islamic Emirate with the last minute decision of the 13th government of Iran, while on the one hand, this consulate will be handed over in three years. On the other hand, three diplomats of the Islamic Emirate are actually working in this agency.

The above claim has also been met with the reaction of the head of Iran's foreign ministry in the northeast of this country.

Ahmad Masoumifar said in an interview with ISNA: "The legal path of introducing the new consul general has not yet been completed, and the person who has taken over the responsibility of the consulate is the temporary head."

Ahmad Masoumifar, regarding some news about handing over the Afghan consulate in Mashhad to the Islamic Emirate, said: It cannot be said that the Afghan consulate has been handed over to the Taliban.

According to this Iranian Foreign Ministry official, the mission of former Consul General - Abdul Jaber Ansar - had ended a long time ago and a new person was supposed to be introduced to Iran from Afghanistan. The person that Afghanistan introduced as the new consul general of this country in Mashhad was not in accordance with the framework of the Vienna Convention, and accordingly, the Ministry of Foreign Affairs of Iran did not accept this person.

He added: Now one of the expert diplomats of the Afghan consulate has been temporarily appointed by the ruling body of this country to head the consulate and is working.

Masoumifar emphasized that the legal path of introducing the new consul general has not yet been completed and the person who has taken over the responsibility of the consulate is the temporary head.

According to this official of the Ministry of Foreign Affairs of Iran, in the next steps, a person should be introduced in the diplomatic framework from the Afghan side and if approved by the Ministry of Foreign Affairs of Iran, he should start working as the Consul General of Afghanistan in Mashhad.

According to the statements of these two officials of the Ministry of Foreign Affairs of the Islamic Republic, contrary to the media's stances and rumors that have intensified recently, the "handing over" of the Afghan consulate in Mashhad to the Islamic Emirate is not a new thing; This diplomatic agency has been in contact with the Ministry of Foreign Affairs of the Islamic Emirate in Kabul from the very beginning to provide legitimate, authorized and reliable consular services to Afghan and Iranian immigrants and businessmen, such as issuing passports, contracts, visas, etc.

Therefore, the end of Abdul Jaber Ansar's mission; The former consul general and the introduction of the "head" of the consulate from the members of the same institution is considered a routine administrative change in the internal structure of the consulate, not a privilege granted to someone else.

Officials of the Islamic Republic of Iran have always made interaction and cooperation with Afghanistan a part of the Islamic Republic's foreign policy strategy to protect its legitimate interests in Afghanistan, active participation based on mutual interests in the country's economic projects, and effective presence in regional and international geopolitical equations. They know with it.

According to Iraf, the course of developments related to the change of management of the Afghan consulate in Mashhad continues:

1. The Islamic Emirate introduced a person as the head of the consulate without performing the legal formalities based on the Vienna Convention and Iran's agreement.

2. Basir Ahmad Haqqani; A close relative of Fazl Mohammad Haqqani, the head of the Afghan embassy in Tehran, was introduced as the head of the Mashhad consulate, which was not accepted by Iran.

3. The Islamic Emirate dismissed the Consul General without official acceptance of the replacement of the Consul General of Afghanistan in Mashhad by Tehran.

4. In response to this action of the Islamic Emirate, the Ministry of Foreign Affairs of Iran issued a statement emphasizing compliance with the Vienna Convention.

5. Another person was introduced as the head of the consulate in Mashhad, which the Islamic Republic of Iran opposed based on the legitimate considerations of the host country.

6. Finally, the Islamic Emirate introduced a member of the Mashhad Consulate as the head of this consular representation through the legal process considered by Iran, which has now been accepted by the Islamic Republic of Iran.
