The media have reported that the 27th meeting of Iran-Afghanistan Joint Water Commission to pursue Iran's claim from the Helmand Sea was held in the city of Zabul, Iran, with the presence of officials and experts from the two countries, but it ended without achieving the desired result.

According to Iraf, this meeting, which was hosted by the Islamic Republic of Iran, was held in the city of Zabul, Sistan Baluchistan Province, Iran; The agenda proposed by the Iranian side includes the following:
 
1. Review and amendment of the Kamal Khan Dam with the aim of fully securing the title of the Islamic Republic of Iran
 
2. Removing obstacles to the supply of Iran's oil from the Helmand River
 
3. Implementation of agreements of the bilateral joint technical committee in the month of Asad 1401 regarding the construction of joint measurement stations on the border
 
4. Investigating the situation of the water year and presenting the program and how to release Helmand water
 
According to reports and documents, according to the 1351 agreement between Iran and Afghanistan, the Islamic Republic of Iran's right to the Helmand Sea is equivalent to 820 million cubic meters per year, but according to this agreement, the volume of water rights is reduced in abnormal years with drought. This issue was confirmed during the trip of Iranian experts and inspectors to the headwaters of the Helmand Sea.
 
According to Iranian officials, in the previous government of Afghanistan, the water path after the Kamal Khan dam was diverted in such a way that the water path of Helmand was diverted to the Godzare desert in such a way that the Islamic Republic of Iran was deprived of its rights.
 
According to Iranian media reports, with the operation of the Kamal Khan dam since the month of 1400 until now, the flow of incoming water from Hirmand has been diverted from the site of the Kamal Khan dam to the salt marsh of Godzare, including about 2 billion cubic meters, which is more than twice the amount of Iran. In 2 stages, Helmand water has been diverted to Godzare instead of being delivered to Iran.
 
At the same time, the region is in an unprecedented drought, which evidence indicates that it will continue next year. The authorities of the Islamic Emirate of Afghanistan have repeatedly emphasized that if there is water in Helmand, Iran's water rights will be paid and there is no obstacle in this regard, but if there is no water, it will definitely not be possible to pay the water rights of the Islamic Republic of Iran.
