He added that with the encouragement of foreign forces, ISIS members themselves have confirmed that this terrorist group receives funding from foreign intelligence organizations and that there are foreign terrorists among them.
 
Zakharova went on to say that economic and humanitarian problems are the result of the dual policy that Washington and its allies follow and continue to associate humanitarian aid to the people of this country with political concessions from the Afghan leadership.
 
Referring to the recent aid shipment of food to the United Nations World Food Program, Zakharova emphasized: Russia, in turn, continues to provide free aid to the people of Afghanistan.
 
This is despite the fact that Russian Foreign Minister Sergei Lavrov had previously said that the United States strongly supports "terrorist groups" such as ISIS and Al-Qaeda in Afghanistan.
