The response of the new head of the Afghan embassy in India to the claims of "Mamondzi"; Exposing new angles of corruption and projection
Afghan Voice Agency (AVA) - Herat: In this press release of Mohammad Qadir Shah, a copy of which was provided to the AVA reporter, it is stated: "I, Mohammad Qadir Shah, an Afghan diplomat appointed during the Islamic Republic of Afghanistan, baseless claims, I strongly deny the lie, fabrication and falsehood of the official or officials of the Afghan embassy, who now claims to be the supreme "leadership" of the Afghan embassy.
Pointing out that he is not affiliated with any political party, group or political movement, including the Islamic Emirate, or is not their representative, he said that like other Afghan bureaucrats, including his colleagues in Kabul, he is committed to his responsibility to serve the people.
Referring to the April 28, 2023 letter of the Acting Ministry of Foreign Affairs of the Islamic Emirate regarding his introduction as the new head of the Afghan Embassy in New Delhi, Qadir Shah called it a normal diplomatic communication, in which it was mentioned: "Mr. Qadir Shah will serve as charge d'affaires until further orders." The embassy of the Islamic Republic of Afghanistan was appointed in India. He added that "Taliban or Islamic Emirates" is not mentioned anywhere in these correspondences.
He went on to state the fact that "no 'sane' or 'functional' embassy can actually function without the support of the headquarters. It is only logical that the embassy provides consular services, including issuing passports and visa stamps. This is certainly It needs help from the center. We receive letters and correspondence not only from the Ministry of Foreign Affairs but also from other relevant Afghan ministries/departments in Kabul almost daily."
Meanwhile, according to Qadir Shah, Mamondzi, the self-proclaimed official of the Afghan embassy, is also in constant contact with the officials of the Ministry of Foreign Affairs and other relevant ministries/departments in Kabul and has sent several correspondences with his signature to the Kabul authorities, and he thinks these are just functional requirements.
But he pointed out that the officials of the Afghan embassy in India are showing a double face in order to ensure their refugee status in the first world countries in order to have a luxurious life with the money they looted from the common people of Afghanistan.
The chargé d'affaires introduced for the Afghan embassy in India further pointed to the corruption in this embassy led by Mamondzi and wrote: "Perhaps no one understands who the "leadership" of the Afghan embassy sold Afghan passports to and whether they Are they really citizens of Afghanistan or not? I request Indian journalists to investigate and consider the allegations of fraud and corruption leveled by the Afghan community and the Afghan expatriate community in India against the embassy officials. They are now scared and unwilling to come forward and come out because they need a lot of consular services from the embassy. I hope Indian journalists will give a silent voice without naming them."
He continued: "The self-proclaimed leadership" of the embassy not only looted the Afghans in India, but also made money from the misery of the Afghan people in Kabul. They have taken thousands of US dollars from Afghan people in Kabul with false promises of Indian visa. When these people realized that the embassy officials had deceived them, these people had no place to complain except to the Ministry of Foreign Affairs. Similarly, Afghans living in India also started sending their complaints to the Ministry of Foreign Affairs in Kabul. It was then that the Ministry of Foreign Affairs sent a letter to appoint a supervisor in the absence of the ambassador to investigate the complaints of the Afghan community and resolve them as soon as possible. But this had nothing to do with affiliation to any political movement, but rather an increase in cases of complaints against embassy officials due to corruption and failure to perform their official duties.
Qadir Shah said that he wished Mamondzi would inform the media correctly and honestly about the reasons for the appointment of the superintendent.
The new head of the Afghan embassy also mentioned about Mamondzi's vacation: Can't every Afghan spend a vacation in London every two months?!
For this reason, according to him, in the absence of Mamoumandzi, several complaints were raised by the Afghan people, including about corruption in which the ambassador's name was mentioned. The same complaints have been sent to Kabul by the people of Afghanistan. Therefore, for the welfare of the Afghan people and to ensure the continuity of providing consular and other services to them, the Ministry of Foreign Affairs sent a letter to the Afghan ambassador and the administrative officer of the embassy to nominate a supervisor who can resolve these issues.
Qadir Shah further stated that he is in India to serve the people and further develop the historic friendly relations between India and Afghanistan. Mamondzi has tried to politicize this issue in a friendly country like India in an unprofessional and undiplomatic way and turn the Indian media into an ideological war front in an unprincipled way. Instead of using his skills to help the Afghan people, he uses his skills to make money from the misery of the Afghan people and when someone speaks against him, they consider him to be affiliated with a political movement.
According to him, Mamondzi has given one-sided, false, misleading, unbelievable and incorrect information about the address of the embassy to all media, including Indian media.
Qadir Shah emphasized that he still believes that the problem of taking charge of the Afghan embassy in India is an internal issue and should be resolved among them. According to him, creating false narratives and dragging the media to help sell false narratives will not work for long and the truth will eventually come out.
This is despite the fact that before this, Rahmatullah Faizan, the Deputy Representative of the Ministry of Foreign Affairs of the Islamic Emirate in Herat province, in a note to Ava news agency, gave new and complete explanations about the situation of the Afghan embassies in India and Oman and the dismissal of the ambassadors of these two embassies due to He has stated cases of administrative and financial corruption. He also informed about the cancellation of the political passports of three ambassadors of the previous government by the Ministry of Foreign Affairs.
In the note that Mr. Faizan sent to the Afghan Voice (Ava) news agency, it is mentioned that the Ministry of Foreign Affairs has run out of patience regarding the irresponsible performance of the officials of Afghanistan's political agencies abroad and the adoption of a new approach by this Ministry. He announced the dismissal of Farid Mamondzi and Qadm Shah Shaheem, the former ambassadors of Afghanistan in India and Oman.
This note states:
Representatives of Afghan immigrants living in India have filed a financial and administrative complaint against Farid Mamondzi, the ambassador of Afghanistan, Ziaullah Hashemi, the financial and administrative officer of the embassy, and Ibrahim Shakib Ayazi, the official of the political department of this embassy, to the Ministry of Foreign Affairs of the Taliban for corruption and embezzlement.
From Afghanistan's ambassador to India, Farid Mamondzi, Ziaullah Hashemi and Ibrahim Shakib Ayazi, "Two embassy buildings, which have six apartments and a free area called Chaman, which is 1,000 meters of land, illegally and without any legal process and Obtaining permission or guidance from the Center has been leased to an Indian company.
It is also said that "this contract lasted for about 10 months, but later it faced the pressure of Afghans living in India and eventually a problem arose with the Indian company.
According to this report, "Currently, the Indian company has sued Farid Mamondzi and Ziaullah Hashemi for forgery and corruption of 2.5 million Indian rupees in the Indian courts, and the plan of the Indian company is that after a few years, based on the decision of the Indian courts, About 1000 meters of lawn worth millions of dollars will be named after this company.
In response to the request of Afghans living in India, the Ministry of Foreign Affairs of the Islamic Emirate was forced to dismiss "Farid Mamondzi" and appoint "Qadir Shah" as the head of this embassy.
