MoI To Probe Accusations Between 119 Chief And Ministry

The interior ministry said they have launched an investigation into the former call center chief’s claims against the ministry and vice versa.


 AVA-  Ministry of Interior (MoI) on Tuesday said they have started investigations into corruption allegations against the head of Kabul’s 119 Police Department Humayoun Aini and also a probe into Aini’s allegations against the ministry itself. 
 
The head of 119 Police Department on Monday resigned from his post and sent a copy of his resignation letter to the media in which he stated that a telecommunication company has been blocked from the emergency 119 call center. He said this meant all subscribers to this particular company are not able to access the emergency call center from their phones.
 
The 119 emergency call center falls under the interior ministry.
 
Aini on Monday also accused the acting interior minister of negligence in upgrading 119 computer software and said a lot of the call center’s equipment was not working.
 
However, the interior ministry said all equipment was in working order.
 
A source from the interior ministry meanwhile said $50 million USD has been spent on the 119 department so far and that when Aini asked for $2 million USD to upgrade software the acting minister said he would approve the request after an assessment was carried out. The source said before this could be done, Aini resigned.
 
“The system is active and is working, but working (upgrading) on it was a need. But the work on the system should be done  based on a transparent system,” Najib Danish, interior ministry spokesman said. 
 
Aini however stated in his resignation letter that an unofficial adviser to the acting interior minister stopped the construction of the new 119 center in the interior ministry’s compound.
 
But an interior ministry source said that there has been allegations of corruption and misuse of authority lodged against Aini.
 
Sources said there have been claims that in some instances the identity of people who have called the 119 center have been revealed and when the acting interior minister appointed a team to investigate the issue, Aini resigned. 
 
Danish said they have started investigations into allegations against Aini and that they have also launched an investigation into Aini’s allegations against the ministry. 
 
“It is too soon to speak about this - before the intelligence, investigative and audit offices finish their investigations and share their findings,” said Danish. 
 
The interior ministry also said that sending a copy of his resignation letter to the media was in itself a violation of the law.
